India’s city population is growing. More than 50{dfad1845c18f3d3d13481ef1637ff593fa537ce96fafe7b10d370006d8ed1e9e} of the country’s population is estimate to be living in metropolitan area by 2030.

This is a big challenge for government because our cities lack the infrastructure (affordable housing, roads) and basic services like sanitation, water, and health care for existing populations, the Smart Cities project is one of the most ambitious plans that Prime Minister Narendra Modi has for transforming India. The tagline of the Smart City project is

“Smarter Solutions for a Better Tomorrow”

Which possibly throws light on what the project wants to achieve for the common people of India. As part of this project, the Government shall be developing satellite cities in the vicinity of present main cities and getting them up to a new level.

In the last few years it has been seen that with rising population increasing numbers of people  moving away from the rural areas to the urban places.

Authorities have also said that in the next few years people will be migrating to the urban places at the rate of 25 – 30 people per minute.

The main purpose will be better lifestyles as well as better opportunities for jobs. Now, by this rate, all the cities of India will have 843 million population living in coming 25-30 years.

One of the major aims of Smart City project is to make sure that our Country is able to deal with this huge influx of population.

What Will Be The Budget?

The government of Indian has approved an amount of Rs 980 billion for renovating 500 cities and developing 100 smart cities.

Bihar cabinet approves Rs 100 crore for Patna smart city Project

Patna is included in the list of 100 cities under the Centre’s Smart City mission. Patna smart city project involve an expected expenditure of over Rs 2700 crore.

Spanish firm Eptisa Servicios de Ingenieria SL has been selected by the Patna Municipal Corporation as the managing consultant for the smart city project.

In a major decision, the cabinet accepted the proposal to pay 13 months’ salary in a year to home guard jawans on the lines of Bihar police staffs.

The cabinet approved 192 educational and 138 non-educational posts in engineering colleges in Nalanda, Sitamarhi and Madhepura District.

The cabinet approved total 25 proposals which is received from different departments.

  • Recreation and Redevelopment of Adalatganj lake area into a new spot for public

  • Transforming the underutilized water body with efficient and robust infrastructure, creating activities along the pedestrian promenade which will be lined up with gardens, food courts, organized vending spaces, sitting spaces and ghats.
  • Construction of Musical Fountains and Aeration Fountain in the lake and giving people a great experience of Open Air Theatre.

The Adalatganj Lake Area development Project is planned on numerous key design elements and proper Operation and Maintenance to build up an attractive location for the people of the City of Patna.

Patna Divisional Commissioner Anand Kishore, who is directing the ‘Smart City’ project for the Patna, visited a number of places in an attempt to identify spots for new pedestrian over-bridges and even elevators at key locations in the Patna.

With Traffic Superintendent of Police P N Mishra, Patna Municipal Corporation Chief Engineer Ashok Kumar Singh, and representatives of Eptisa, a Spanish firm roped in for consultation work, Kishore identified four spots in the Patna where foot over-bridges might come in the future – Income Tax, Dak Bungalow Crossing, Kargil Chowk, and St. Xavier’s High School at the north-western end of the Gandhi Maidan.

Excluding the St. Xavier’s High School due to high children traffic, all other over-bridges would have escalators for the convenience of the pedestrians.

4 escalators will be installed at the Income Tax golamber, 5 will be installed at Dak Bungalow Crossing, and 6 escalators at the Kargil Chowk.

Similar facilities will be installed at six other locations of state Capital in the second phase following the completion of the first phase.

Patna, which was not find a place in the previous lists to receive Central funds for Smart city mission, will now focus on riverfront development for its final proposal.

Under the smart city plan, planning would be made to facilitate amenities around Patna railway stations and solar panels will be installed on government buildings.

In the beginning, Patna Municipal Corporation has decided to install solar panels on about 20 government buildings. This includes the Maurya Lok building, which houses the PMC office.

It is worth mention here that under its smart city proposal, Patna will be redeveloping the Kankarbagh Residential Zone, the stretch from Patna Sahib Junction to Kangan Ghatand and the area from Boring Road to Mainpura Diara.

The Gardanibagh government residential area and the Patliputra industrial area will witness renovation. Patna smart city plan also focuses on creating

  • Water supply management,
  • Storm water management,
  • Transport and traffic management,
  • Municipality governance management,
  • Solid waste management
  • Power outage management.

Earlier, the city launched Mission Smart City to get people on board on its smart city strategy. Around 1.81 crore people took part in these activities.

The project is supposed to be completed in the next 20 years.

 

Facts regarding the Smart City project

it is expected that the Smart Cities Mission will lead to an increase of 10 to 15 percent job openings, which is a positive sign for the economy. All the houses in the Smart Cities will have electricity for at least 8 hours a day.

It is being expected that by dint of the Smart Cities project India will have the third biggest market for construction by 2020.

The value of the market for intelligent building management systems has been estimated at 621 million US dollars. In the next couple of years, this is supposed to go up to 1891 million US dollars.

The benefit of the smart houses is that they will operate on 30 percent less water, 40per cent less energy and costs for building maintenance will also come down by 10-30per cent.

Issues with the project?

The biggest challenge for the Smart City project is the huge total cost – Rs 7 lakh crore in a duration of 20 years. It is a big challenge for the Indian Government to finance it completely and that is why it is looking for cooperation from the private sector.
